Although a single entity can present proposals, with no need for a consortium to be created, quite often organisations are willing to submit a bid but don't feel as having the expertise in all areas of a particular topic or believe they might be too small to undertake the entire work. In order to help potential applicants in CFPs seeking for partners to prepare jointly proposals, especially SMEs, hereafter a few useful links:
